We aspire to a low carbon economy, but we don’t really know what it looks like. As a result there’s a mismatch between the narrative and economic policy. As the contributors to this edition of Inside Track demonstrate, the debate is not settled, but there are some strong arguments and compelling options available to policy-makers if they want to make green a driver of growth.
