In this briefing, we outline how public ownership can provide stability while facilitating a strategic transition to clean, recycled steel production using electric arc furnaces. This transition is essential not only for environmental reasons, but for the industry’s future commercial viability as global markets increasingly demand low-carbon steel. A workforce-led transition plan that protects jobs is needed while positioning the UK steel industry to increase its share of domestic demand without requiring new coal mines.
