Summary

Following Brexit, UK circular economy policy has increasingly diverged from EU standards, with the UK falling behind in critical areas like extended producer responsibility and ecodesign regulations. Where the EU has introduced an ambitious Circular Economy Action Plan and is preparing comprehensive new legislation, the UK has struggled to deliver on its 2018 commitments, with key measures repeatedly delayed.

In this stocktake, we examine how Brexit has shaped UK circular economy policy and where gaps are widening. With England’s Circular Economy Strategy expected in 2025, this is a critical moment. We outline five tests the strategy must meet to secure long term economic benefits available and ensure UK citizens and businesses aren’t left with inferior environmental standards.
