Decarbonisation and deindustrialisation: risks to foundation sectors

Summary

The crisis around job losses at Port Talbot steelworks has  helped to fuel expectations among some people that decarbonising the economy will lead to job losses in traditional industrial sectors.

But, as we explain in this briefing, the Port Talbot story is complicated and not typical. We explain why other sectors are unlikely to see the same impacts as they decarbonise.

Decarbonisation is vital to  futureproof UK industry but will not be straightforward. Policy uncertainty and limited support for businesses in the UK risks international companies – many of which have challenging net zero targets – investing more elsewhere and perhaps shifting away altogether from the UK.

We outline recommendations for the government to counter these risks, protect vulnerable sectors and give workers a voice in the move to low carbon manufacturing.
